As part of the economic development of their community, the City of Virginia chose to relocate its municipal golf course clubhouse and facilitate infrastructure development to meet growing residential needs. JPJ Engineering was procured to assist with the planning and design of these municipal improvements.

The site preparation of a golf course clubhouse and the platting of twenty new residential lots required careful planning and design to ensure that utilities would adequately serve the area. A new street (18th Street North) would be constructed to connect US Highway 53 with 11th Avenue along an abandoned mine dump.
